Marion Shepilov Barry Jr. (1936–2014) was a seminal American politician and civil rights activist who served four terms as the mayor of Washington, D.C.. Known as the "Mayor for Life," he was a central figure in the District's transition to self-governance. His career was marked by significant personal and legal struggles. In 1990, he was caught on video smoking crack cocaine in a sting operation, which led to a six-month federal prison sentence. Despite this, his enduring support in the District's African American community allowed him to return to power.

Barry served a total of 16 years as Mayor of the District of Columbia:

Initial Three Terms (1979–1991):
He was first elected in 1978 and re-elected in 1982 and 1986.

Fourth Term (1995–1999):
After a highly publicized arrest and prison term, he made a political comeback to win a fourth term.
