The East Harrisburg Passenger Railway Co. was chartered on July 28, 1886 to provide service in the Allison Hill section of Harrisburg, running to the steel mills to the south. The company's first test run would occur in 1888. In 1891, the company merged with the Harrisburg City Passenger Railway Company. Four years later, the company became the Harrisburg Traction Company.

The Harrisburg Traction Company was formed in 1895 by a merger of the Harrisburg City Railway and the Citizens Passenger Railway Company. In 1913, the company formed the Harrisburg Railways Company as a subsidiary, and changed its name to said company in 1937.

The last Harrisburg Railways Trolley was operated on July 16, 1939 on the Middletown line some 74 years after the introduction of horse drawn trolley service and 66 years after the introduction of electric powered trolley service in Harrisburg. A fleet of 135 buses were now available to serve Harrisburg and "East Shore" Communities. In 1955, the Harrisburg Railways Company became a subsidiary of American Transportation Enterprises, a management firm based in Cincinnati.

The Harrisburg City Passenger Railway was the first interurban to serve the capital city dating back to 1861 as a horse-powered operation. It remained in service for thirty years before being renamed the East Harrisburg Passenger Railway in 1891 and again changed its named as the Harrisburg Traction Company in 1895. In 1903 the system once more changed hands as the Central Pennsylvania Traction Company with its final reorganization in 1912 as Harrisburg Railways, which provided streetcar service until 1939 when buses replaced interurban lines.
